Can you explain this one? I see that he's dressed bad, but I don't get exactly what the caption means ...

Well, "dressed bad" is an understatement (I hope). He is, in fact, a stereotypical "bum" -- a guy who couldn't afford any little bit of the thousands of dollars that the car sells for. So his question to the car salesman is just rubbing salt into the wound (hence the angry look on the salesman's face).

Actually, now that you explain it it makes perfect sense. I think the choice of words in the caption made me think there was something more specific.
